A better question is "Why are Octoroks in almost every game?" The answer may shock you: because Link has a secret Octorok fetish and he forced Shigeru Miyamoto or Shiggy to put Octoroks in every game along with Zelda or (Insert Zelda placeholder here). Why does Link always save Zelda or Zelda-ish person? So she would owe Link with her life. He will then force them to dress up as an Octorok and spit rocks at him, so he can fufill his dream of being a walking spitoon. She`ll do it because she feels obligated to and because, as part of Link`s demands to Shiggy, she drew the short straw and is legally required to. Everyone wins: Shiggy gets a new game to get more profit, Link gets to live out his dream (in private), Octoroks are almost guaranteed a job as "Grunt enemy #1", and Zelda... well, she gets saved from G-Dorf/Vaati/Ghirahim/Demise/other Master Sword pincushion.
